The document is a logical continuation of the "Agreement between the Republic of Abkhazia and the Russian Federation on Alliance and Strategic Partnership" dated November 24, 2014. 

The objectives of the program are aimed at creating favorable conditions for the full participation of the Republic of Abkhazia in integration processes carried out on the initiative and assistance of the Russian Federation. 

The time frame for the measures implementation is 2-3 years. During this period, it is planned to harmonize legislation in many areas: economy and finance (budget and tax policies, foreign economic and banking activities, investment protection), customs law, energy, social sphere (medicine, education, social protection). Thereby to strengthen the statehood of the Republic of Abkhazia, to increase the welfare and level of social protection of its citizens.
