After listening to the reports of the heads, President said: “I wanted you not only to inform me about the state of affairs on the ground, but also to listen to how things are going not only in the districts that you lead, but also in the neighboring ones, and in general in Abkhazia”.
The Head of State drew attention to the fact that the state of affairs in different regions and their potentials are not the same. According to Bzhania, this circumstance must be taken into account when working out a general strategy for the country's development.
“We have a big difference in the potentials of Eastern and Western Abkhazia. While developing a common policy, we will have to take this circumstance into account so that our future decisions are fair, ” Bzhania said.
“2020 is coming to an end. You know the situation in the country, the way it was after the elections. You all know the economic parameters, you know how many people work in our industries, what is the average salary, what is our budget, what is the GDP, what is the number of pensioners. You know firsthand concerns of our citizens. I don’t want to tell anyone’s first and last names. I just want everyone to be well aware of what kind of economy we have adopted, what we have been able to do during this time and what we intend to do in the future, ” President noted.
He called the unification of the country's citizens the most important.
“The first thing we were able to do was to give a new impetus to the unification process through the personnel decisions we made,” the head of state said.
Referring to the promises that were once given to the peasants, Bzhania stressed: “These promises were associated with the export of agricultural products. I believe that the decisions that were made on the nut are correct. "
According to him, the solution of many problems is complicated because of coronavirus pandemic.
“Nobody predicted that we would face such a problem as COVID. Our doctors, as well as other ministries and departments, make every effort to confront this problem. It was very difficult, but it seems to me that the peak of this difficultyhas been passed. But we can not relax. The problem is still serious. We have learned to confront this problem. Today we have stocks of both medicines and necessary medical devices, we are constantly replenishing them. We have created the required number of hospital beds. We made a request to the Russian Federation, and a mobile military hospital was deployed in Sukhum. Russian colleagues provide systematic assistance to our doctors,” President noted.
Aslan Bzhania also touched upon the topic of his meeting with President of the Russian Federation Vladimir Putin.
“There was a very quick reaction to all the questions that were raised at this meeting. Several major leaders have already come to us in Abkhazia to implement the instructions given by President Putin to his state institutions. I wanted First Deputy Prime Minister, Minister of Agriculture Beslan Dzhopua to attend our meeting today, but he had to fly to Moscow. A delegation from the Ministry of Agriculture of the Russian Federation visited Abkhazia that week. The Ministry of Agriculture of Russia intends to provide us with substantial assistance. We will have to prepare a program for the development of some agricultural sectors, calculate everything, designate responsible executors, ” President said.
According to Bzhania, the Russian side promises to help Abkhazia with agricultural machinery, breeding and planting materials, the necessary preparations for fighting insect pests, new technologies and many others.
“Each head of the district administration should know what capacities he will need for the future, what human and land resources the district has,” the head of state warned.
As for Bzhania's frequent trips to Russia, "there is not a single trip that would not bring benefit or hope to Abkhazia."
“We will have a flow of electricity from Russia to Abkhazia, and this costs money. This flow had to be negotiated. We have debts to Russia for the flow of electricity in January - February and half of March 2020. This is 600 million rubles. We have already received our 40% of the electricity generated by IngurHES this year. The Georgians plan to put the station for repairs from February to March 2021. There will be no electricity. Who will have to help us? Russia helps us, but this assistance must be negotiated,” President said.
He promised to hold meetings with heads of towns and district administrations at least once a month.
“If our team fails to cope with the task of getting the country out of the crisis, then it will be very difficult to solve it in the future. Today we have the opportunity to restore the special character of relations with the Russian Federation. This is our strategic partner and ally which having recognized us, did not limit itself to declarations but provides real assistance to the country. We must use this assistance to the maximum benefit for our people, for our country. We need to develop our economy. We have no other options. But in parallel with this, it is necessary to strengthen the law enforcement agencies, ” President concluded.
