“Unfortunately, we have such an energy system that we cannot separate socially significant objects, life support objects from objects that could be temporarily disconnected in an emergency to reduce the load on the power grid or in the event of using emergency power supply schemes. We need to work out this issue and distinguish between consumers: socially significant objects of life support and objects that can be provided with electricity in the second place. It is necessary to resolve these issues. To regulate the load on the power grid without harming the population and socially significant facilities, ” she said at a briefing on Monday 7 December.
The second important issue, according to Christina Ozgan, which Russian experts drew attention to, is the need to create a dispatch service system that should respond to all requests and take appropriate measures within the established instructions.
There are also problems with the regulatory and legal support of Chernomorenergo's activities.
“The republic's energy supply system was financed within the framework of the Investment Program. Chernomorenergo carried out work related to reducing the accident rate. But to date, no clear-cut scheme of actions by Chernomorenergo and the state for the localization of facilities related to a high level of accidents has been formed. The task of Chernomorenergo, taking into account the recommendations of Russian colleagues, is to build a system that will allow to reduce the accident rate in the next three years, and then move towards the reconstruction and modernization of the entire power supply system of Abkhazia. This is a key thing, ” said Deputy Prime Minister, Minister of Economy Christina Ozgan.
