Deputy Prime Minister, Minister of Economy Christina Ozgan noted that this document was needed for a long time.
“I would like to draw your attention to the fact that the expediency of adopting this document existed for a long time. Unfortunately, the indicative plan itself is formed exclusively on volumetric indicators. The Control Chamber drew attention to this fact in almost all of its conclusions. I hope that this project will be supported by you, because it includes the main positions of the mechanism, within the framework of which indicative plans of central and local government bodies should be formed, ” Ozgan said.
According to her, the order will determine the basic concepts, methodological foundations, recommendations for development and procedure for agreeing indicative plans.
“We are talking about indicators that ensure implementation of the goals and priorities of the program of socio-economic development of the Republic of Abkhazia, which were not previously reflected in the indicative plan. Indicative plans will be subdivided into local indicative plans, which will provide a set of forecast indicators for the administrative-territorial units of the Republic of Abkhazia and a republican indicative plan that will determine the goals and objectives of central government bodies and state-owned companies, ” said Christina Ozgan.
Deputy Prime Minister noted that the project defines implementation timeline, goals and objectives that will be formed at the local and republican levels.
“This project provides the enactment of the decree from January 1, 2022, however, the Ministry of Economy is already planning the developed Indicative Plan for 2022 to be as close as possible to the new requirements,” concluded Christina Ozgan.
