“The Ministry of Economy has initiated an adjustment to Investment Program for 2020 - 2022, providing a change in implementation timing of certain events, as well as approval of draft terms for some events in order to use the limit of funds in the amount of 1.5 billion rubles,” K. Ozgan said.
The Ministry of Economy together with Ministry of Internal Affairs of the Republic of Abkhazia, Ministry of Justice of RF and Federal Service for Execution of Punishments of RF agreed a draft technical assignment for construction of a special institution.
The Russian side has agreed on a draft terms for creation completion of an automated cadastre system for real estate in Abkhazia. For six years now, "this event has actually wandered from one Investment Program to another" and thus the development of 100 million rubles has been frozen.
The draft technical assignment for design and construction of the Children's Hospital is nearing completion.
Work to complete design of construction of a solid waste landfill in Gulrypsh district has been resumed.
The contract for the work was concluded in 2017, but the work was never completed. A new deadline has been set and construction of the landfill with an estimated cost of 112 million rubles will begin in 2021.
There was carried out an assessment of objects condition of Investment Program for 2017 - 2019, the work on which was completed. We are talking about Gagra secondary school №1 and Gudauta secondary school №7.
“It was found out that the project of Gudauta secondary school No. 7 did not include purchase of furniture and equipment. The object was commissioned in 2018 without furniture and equipment. The assembly halls and sports halls and the canteen at Gagra secondary school No. 1 are not equipped, a transformer has not been purchased to supply the school with electricity. The object is supplied temporarily. Accordingly, the facilities need to be completed. For these purposes, it is necessary to allocate about 15 million rubles in 2020," Minister of Economy clarified.
The work at 20 facilities of the Investment Program for 2017-2019 was resumed by agreement with the russian side. The implementation period of which was to be completed in 2018 - 2019.
The work was resumed at Tkuarchal Central Hospital. “It became necessary to form an additional estimate of 65 million rubles for construction and installation work and purchase of equipment in connection with mistakes made by RA Ministry of Health on formation of technical specifications and design estimates at the initial stage,” said Christina Ozgan.
The facility is scheduled to be commissioned by the end of the year.
“When analyzing the actual state of affairs on the objects of Investment Program for 2017 - 2019 there was revealed a low level of documents preparation and control over the progress of work at the facilities. This ultimately affected the quality and timing of completion of the work, ” said Minister of Economy of Abkhazia.
To date:
the amount of financing for transferring objects of Investment Program for 2017-2019 is 407 million rubles;
the amount of financing for objects of Investment Program for 2020 - 2022 amounts to 1.5 billion rubles, of which 158 million rubles were financed.
President Aslan Bzhaniya emphasized that development of financial assistance of Russia must be approached responsibly.
“The implementation of Investment Program is becoming more important than ever for us, given the economic crisis we are in. This is interest-free money. It should be used with maximum effect. In recent years there has been a huge number of violations in this direction. A striking example is "Abkhazavtodor". Therefore, it is necessary to agree on subcontractors. We need to complete data on what kind of organizations they are, how they work, what experience and means they have. All these materials should be in the Ministry of Internal Affairs and the State Security Service. There should be established an interaction. We must know whom we entrust implementation of these facilities, " Bzhaniya said.
President also pointed out the need for the Ministry of Economy to prepare proposals on how the state can prosecute unscrupulous executors.
"Who is responsible at the design stage? Let's call for responsibility. Please systematize and prepare a proposal for how the state can hold accountable people who do business and do not do their job in good faith. What does it mean to make a mistake at the design stage? This means the money went where it should not. From now on we must protect ourselves from such things. Work out what decisions may be in this vein. Maybe a normative act can be adopted, it can amend the Criminal Code. The Criminal Code can help very much. It is simply necessary. It just needs to be supplemented with some articles, " Bzhaniya emphasized.
