“The fact that there appeared a document that determines our foreign policy in space and time is good itself. Because foreign policy is a tree that needs to be watered for a very long time, grown for decades, centuries. The foreign policy of the state should not change from one or another team. Therefore, it would be more prudent for the leadership of our country to take into account the opinion of all sides of the political life of Abkhazia," head of the Abkhaz People's Movement public organization, Adgur Ardzinba said.
According to Ardzinba, the Foreign Ministry misled the public by stating that the RA Foreign Policy Concept was discussed in the Parliament. “It wasn't. We talked with the deputies, with the speaker - no one has seen this document, ”he said.
Representatives of the opposition political forces sharply critiicezed the part with settlement of the Georgian-Abkhaz conflict, in particular paragraph 2.3. which reads: "The Republic of Abkhazia allows the possibility of creating conditions for formation of an additional format of multi-level negotiations between Georgia and the Republic of Abkhazia, within which it will be possible to discuss issues of mutual interest, the solution of which is not possible within the framework of the International Geneva discussions." The opposition stated that no negotiations are possible until Georgia recognizes the independence of Abkhazia.
There were expressed fears that formation of a format of negotiations between Georgia and Abkhazia would lead to substitution of the International Geneva Discussions on Stability and Security in the Transcaucasus.
Foreign Minister Daur Kove said that this is not about replacing the Geneva format:
“Today's meeting is dedicated to the foreign policy concept of our country signed by President. One of its main sections concerns the issue of regulating relations with Georgia. The Concept states that Abkhazia admits the possibility of creating an additional format for multi-level negotiations between Georgia and Abkhazia. In this case, we are not talking about replacing the Geneva format. We have always stated and now declare the importance of holding the Geneva Discussions. We believe that today it is very important for us. We will continue to participate in the Geneva discussions, ” the minister said.
Regarding the various amendments proposed by participants, Daur Kove said: “Anything can be reflected in the document, but let's ask ourselves a question whether this will benefit Abkhazia or will it stop some processes. We are all well aware of the threats facing our country, including the military. I want to assure you that there will not be a single president or foreign minister who will allow even a minimal opportunity to harm the country or people. "
According to Kan Kvarchia, head of the public organization "Aidgylara", "it is necessary to create a full-fledged border with Georgia."
Deputy chairman of the public organization "Aruaa" Temur Nadaraya, made a proposal to ask President, in order to come to a common agreement, to cancel the adopted Concept and return the draft document to the Parliament.
“It is necessary to include a clause that Abkhazia will promote information and seek recognition of the fact of Georgia's genocide against the people of Abkhazia. We also propose to introduce such a concept as "systemic genocide", since this term more fully reflects the policy of Georgia towards the people of Abkhazia throughout the 20th century. First of all such a proposal should be addressed to the State Duma of Russia, ” Nadaraya said.
“Speaking about relations with different countries, it would probably be wrong not to talk about relations with neighboring Georgia. The Foreign Policy Concept of the Republic of Abkhazia clearly states that “relations between the Republic of Abkhazia and Georgia can be restored only on the basis of mutual recognition and respect for sovereignty and non-interference in each other’s internal affairs.” I don't know what fears can be in this regard”, Secretary of the RA Security Council Sergey Shamba said.
Shamba called the statement of the opposition political forces that the Concept cancels the International Geneva Discussions on Stability and Security in Transcaucasia as untrue. “There is not such a statement in the text. The Geneva process remains.But I must also note that until 2008 we had negotiations with Georgia at different levels, which then stopped”.
Secretary of the Security Council reminded the events of 2008, when he was RA Minister of Foreign Affairs. “I remember well how this process happened, because I was on the phone with New York all night. After the events of 2008, we declared that the wording “Abkhazia, Georgia” should not be used in UN documents, because Russia, which is a permanent member of the UN Security Council, recognized Abkhazia. I offered various compromise formulations, but the UN did not agree to this. This was the end of the entire large-scale project, ” Shamba said.
He also drew attention to the fact that skeptical opinions about the Geneva discussions on stability and security in the Transcaucasus have been heard more than once in Abkhazia.
“I remember well when we participated in the Geneva discussions, there were many opinions that it was ineffective and should be abandoned. I have always been in favor of preserving it, because after 2008 it was the only platform where you can meet at such a high level, ” Shamba said.
Shamba called the wording “multilevel negotiations” quite acceptable and gave examples of negotiations with Georgia that were conducted earlier and are being conducted today. “We know that today negotiations are being held at different levels, at the departmental level, when Chernomorenergo talks with its Georgian colleagues. At the regional level. There were different levels of negotiations both under Vladislav Ardzinba and under Sergey Bagapsh. Many who are present here have taken part in the same Schleining and Irvine processes. There were other meetings organized by international organizations, ” Sergey Shamba said.
Shamba does not agree with those who believe that the RA Foreign Policy Concept was adopted behind the scenes. “The draft concept was sent to the Parliament. It was discussed at a meeting of the Security Council and was adopted unanimously, ” he said.
Opponents of the RA Foreign Policy Concept suggested canceling, finalizing and making a number of changes.
