President noted that the increase in electricity consumption compared to 2019 amounted to 21%, which is caused by illegal connection of mining cryptocurrency to power grids. "Records" for an increase in energy consumption were broken by Tkuarchal region (62%), Ochamchira region (56%) and Gulrypsh region (31%).

Aslan Bzhania instructed to create headquarters under the regional administrations in each region. These headquarters should also include a district prosecutor, a police chief and a power engineer.

“By the end of this day, you will hold the first meeting of the headquarters and report on it in the evening to acting prime minister and head of presidential office. Present a report every morning. All members of the headquarters will be severely reprimanded, and next Monday they will be fired, if by next Friday there is not indicated a steady trend towards a decrease in consumption level of 2019 plus 5%. It is wrong to assign the solution of this problem only to the Ministry of Economy and the Ministry of Internal Affairs. All heads of village administrations know who is doing this. You must take control of the situation withhin a wee. I am sure that in most cases this is possible and will be done, ” Aslan Bzhania said.

President spoke about further measures to solve this problem. He said that on Monday a legislative initiative would be submitted to Parliament on amendments to the Code of Administrative Offenses, according to which a fine for 1 megawatt of illegally consumed electricity would be 1.5 million rubles, repeated violations would involve the confiscation of property, and it was also planned to provide for criminal response measures.

“The situation is emergency and emergency measures are needed. Svyaznadzor will also be involved in this work. Outline an action plan. If I have time, I'll go and see it too. The head of the presidential office will also join this work, ” Aslan Bzhania said.

At the same time, he noted that these emergency measures will not solve the energy problem.

“This does not mean that by implementing these measures, we will solve the problems in the energy sector, we will simply move away from the brink of the abyss. We are dealing with this issue. Certain work has been done, there are documents, there is an approximate understanding of how much needs to be invested in the energy sector for its operation in a regular and trouble-free mode. This is what we intend to implement. A little later we will have an updated document. At one time "Chernomorenergo" prepared a scheme and plan for long-term development. This document requires updating. In autumn, specialists from the Ministry of Energy of the Russian Federation came to us, they worked here for a long time, in order to update this document, " explained Aslan Bzhania.

For his part, General Director of Chernomorenergo Mikhail Logua announced the current figures for electricity consumption.

“The last two days we have been consuming 11.8 million kWh per day. If we do not reduce the load, we will have a deficit of about 150 million kW / h, since we were given 800 million kW / h  from the Russian Federation by May. We must fit into this figure, ” Logua said.
