The head of state said, speaking to the district's activists: "This year was not easy, on the one hand, but on the other it was very good in terms of tourism development."

He especially noted that there are experienced leaders in the region, people who have been working for many years.

“Much is being done in the region with high quality. But it is also obvious that there are more problems than our possibilities. Own revenues of the district budget are about 58 million rubles. About 100 million rubles are subsidies from the republican budget. I would like to draw your attention to these figures so that you do not get the impression that the central government does not pay attention to the Gulrypsh district. 431 million rubles are provided for the Gulrypsh district in the Investment program for 2019-2021. At the same time, this Investment Program was drawn up in such a way that not a single ruble is provided for the Gal district, " Bzhania said.

The head of state stressed that the region has potential.

“First of all, it is a human potential, and secondly, it is good geography and a unique coastal strip. The matter is how to use this potential. The salaries of doctors and teachers, if compared with salaries in some Russian regions, seem to be not bad, but in fact it could be much higher if the potential of the district was used, ” Bzhania said.

President drew attention to the issue of health care.

“The state spends hundreds of millions of rubles on the problem associated with covid. We are approaching the figure - one billion, if you count the funds of international organizations, friends, etc. Now that we have received the vaccine, we will make decisions according to which there will be compulsory vaccination of certain categories of citizens. These are teachers, doctors, those who are in constant contact with a large number of people. Health issues extend beyond covid, but that's what's burning today. The state is doing its best. Of course, we don't cope with everything. But our hospitals are working, we have oxygen supply, maybe with some delay, but we also find medicines, ” Aslan Bzhania said.

President believes that people of the district should live richer.

“We have been living in peace for 28 years now and it is understandable that people want to live well and qualitatively today. The fact that we have jointly managed to build roads and provide 10 thousand people with uninterrupted water is good. At the same time, some of our opponents say that we are pulling the country into the Stone Age. I would paraphrase this and say that we are trying to get out of the Stone Age we were in. It is very difficult to do, but we will do it with joint efforts, ” President noted.

Referring to the potential possessed by the Gulrypsh region: “There are 18 km of coastal territory in the Gulrypsh region, but how many resort facilities and hotels are there? One. It is unreasonable. There should be more objects here. If you think that president has more mechanisms for solving this problem than you do, you are wrong. Abkhazia consists of regions, and the success of the country as a whole depends on them. You know that we are dealing with the airport issue. But to use competently the land resource that you have is the task of the district leaders. Find investors on favorable terms. I am constantly accused of focusing attention on this, but it does not work in another way, the state does not have free money, so this money must be attracted. "

According to the head of state, there are about 5 thousand people in the region who do not have a permanent job.

“Today, the creation of one job on average across industries in Abkhazia is about 4-5 million rubles, if 5 thousand are multiplied by 5 million rubles, then you get the necessary amount of investment that needs to be invested in the region to keep people busy. This is about 25-30 billion rubles. This is how the economy works, it will not work in any other way. There should be set a goal to provide the population with a certain number of jobs and attract investment within a year. There should be targets, ” Bzhania said.

President expressed dissatisfaction with the collection of electricity bills.

“Let us ask ourselves if the standard of living in Gulrypsh district is higher than in Ochamchira district? I think not below. It is not right when the collection rate for electricity in Ochamchira villages is about the same as yours. The norm was set at 600 rubles for those who do not have meters. Were these 600 rubles collected from each family? " President asked.

He instructed the head of the district administration to significantly increase the collection rate for electricity.

“In January we will sum up the results of these trips to the regions. I would like to inform the heads of the villages: no results will mean a certain fatigue and replacement of the team. Winter is already on the doorstep. This year our limit has already been exhausted and we must ask our friends for 1 billion kWh. Last year I went to Moscow, we asked and they gave us electricity flow. It's clear that we didn't pay for it. We will again ask for an overflow, but this cannot continue indefinitely. " - President warned.

Bzhania also touched on the topic of illegal cryptocurrencies mining. He noted that the entire population of the country suffers because of 2-3 thousand people who are engaged in this activity. 

President instructed law enforcement officials to step up work in this direction.
