Initially, the agenda included two issues: the situation related to the energy crisis in the republic and consideration of the appeal of the People's Patriotic Union of Abkhazia to the Parliament in connection with the current acute systemic crisis in law enforcement system of Abkhazia. The energy crisis was removed from the agenda.
The meeting is attended by Prosecutor General Adgur Agrba, Prosecutor of Sukhum Alkhas Agumava, Minister of Internal Affairs Dmitry Dbar, Chairman of the State Security Service Robert Kiut.
The speaker read out an appeal from 22 deputies, who had previously demanded an emergency meeting in connection with a serious public outcry caused by a number of high-profile events and facts of gross violation of the law against citizens of Abkhazia and deputies of the Parliament by law enforcement officials.
A member of the Aidgylara high council Lasha Shamba read out an appeal from the NPSA, which reads: “The illegal actions of the internal affairs bodies caused a serious public outcry, namely: the beating and bringing to a suicide attempt of citizen A. Ateiba on August 12, 2021 in the isolation ward of the Gagra Department of Internal Affairs, who subsequently without regaining consciousness died in a medical facility; beating of disabled veterans and a member of Parliament on September 30, 2021 on Victory Day; obvious attempts to fabricate criminal cases against MPs in order to discredit them solely for political reasons.
The apotheosis of systemic abuse of office, unprofessionalism and impunity of employees of the internal affairs bodies was the murder of citizen A. Ketiya on November 16, 2021 by officers of the criminal investigation department and wounding of O. Khagush while trying to detain them in Gagra in connection with an alleged crime being prepared. We consider it necessary to note that during the entire post-war period there was not a single fact of premeditated murder by police officers during arrest.
The absence of any reaction on the part of the General Prosecutor's Office, whose main function is to oversee the observance of the Constitution and laws, to protect the rights and freedoms of citizens, to ensure the interests of society and the state, is of extreme concern.
Aslan Bartsits, chairman of the "Forum of National Unity of Abkhazia" party, expressed dissatisfaction with the processes taking place in the country.
“All these problems have plagued us for many years. The new government knew very well and spoke about these problems, being in opposition, presented a certain plan of action. But, after almost two years, no significant progress has been made in reforming, including the Ministry of Internal Affairs, the power bloc. No one is satisfied with what is happening in our country today, ” Bartsits said.
War veteran Vianor Ashba expressed his indignation at the fact that the police beat veterans. He is worried about the possibility of selling residential real estate to non-citizens of Abkhazia, the unresolved problem of a stable supply of electricity to the population, and the social insecurity of war veterans.
