National ideology, transparent budget and entrepreneurship development: what projects will the winners of the "Pride of Abkhazia" competition work on

The winners of the Pride of Abkhazia competition spoke about their projects at a press conference in Sputnik.

Sukhum. September 7. Apsnypress. There was held a press conference at the Sputnik press center, where the winners of the Pride of Abkhazia competition spoke about their projects.

The results and the names of the five finalists of the competition were summed up and announced on August 25. 1st place - Said Beya (Alahadzy); 2nd - Astamur Kutarba (Sukhum); 3rd - Alexander Achba (Fontainebleau); 4th - Almakhsit Osiya (Moscow); 5th - Abzagu Tsvizhba (Moscow). According to Presidential Decree No. 46 of February 19, 2020, the winners of the competition occupied positions in the State President's Office.

Speaking about his project, Astamur Kutarba appointed as a freelance advisor to the RA Prime Minister, noted: “The project I plan to work on is to make transparent and accessible information on the costs of the Investment Program. All financial transactions, estimate documentation will be available online. In our turn, we ourselves will also publicize the results of our activities ”.

Alexander Achba, appointed as Assistant on Anti-Corruption Policy of Head of the Presidential Administration, sees the solution of the issue on combating corruption in transparency of the budget: “Currently, I am developing a draft online budget, with the support of the Presidential Administration. This will be a website that will host the budget spending of all government departments. This will be done in order to increase the transparency of the spending of budgetary funds of the Republic of Abkhazia. Now we are planning the concept of the site, , we will transfer the site for development when it is created. It is planned to create a public council at the site, within which representatives of civil society will have the opportunity to check and provide the public with data on ineffective spending of funds. The second stage of this project involves competitive purchases on the site, by analogy with the Russian site "Goszakupki" ". We plan to launch the website within three or four months.”

Assistant to the Minister of Finance Almakhsit Osiya took on the mission of assisting the development of small and medium-sized businesses in Abkhazia: “As part of my project implementation, it is planned to open the School of Entrepreneurship, which will involve Abkhaz businessmen to lecture future entrepreneurs. It will be opened on the basis of the ASU at the end of September. There will be considered projects of participants. Support will also be provided for successful projects, priority will be given to technological projects. I myself am also working on a project of an interactive map of Abkhazia for potential investors, which provides complete information about the potential of each region of Abkhazia. "

Another Osiya's project is the development of auditing standards. “This is a necessary condition for development of the market. There should be prepared a legal and regulatory framework  for development of this activity in Abkhazia, ” he said.

Abzagu Tsvizhba, appointed as advisor to the Minister of Culture, emphasized the need to form a state ideology based on Apsuara: “There has not been formulated a national state ideology for all the post-war years in Abkhazia. As you know, not a single successful state has been built on imported ideology. Behind every prosperous, developed economic model is a worldview system inherent in a given nation. Therefore, the socio-economic models of other states do not fit our reality. We must focus on our worldview system - Apsuara. This system should become the basis of the state ideology. We do not need to “invent a bicycle”, we have our own model of society, which needs to be institutionalized and used in public administration. It is necessary to reform the education system, develop the Abkhaz language and popularize Apsuara to implement this project."
